The occupation represented the denouement of Sir William Howe's tenure as commander in chief of the Royal forces in America. At first he was enthusiastically welcomed by Loyalist and neutral citizenry but his personal behavior and the military regulations imposed on the city soon appalled many residents. Howe also failed to follow up on a number of military successes in 1776 and 1777. While Washington's Continental Army suffered through the brutal winter at Valley Forge, the season was the most gala of the British Army in America during the war.
