In what Burk calls the "paternalistic era" from 1921 to the early 1960s, baseball's management rigidly maintained a system of racial segregation, establish a netwoek of southern-based farm teams that provided a cheap source of replacement labor, and crushed any attempts by players to create collective bargaining agreements.
