First edition thus, pamphlet of 16 pp. in printed wrappers. Front wrap/title page states that this piece is republished from No. 18 (of the) United States Magazine and Democratic Review, printed at No.15 Elm Street, New York (on)July 4, 1839.The front wrap bears a Publisher's Notice of one paragraph; the rear wrap is a full-page advertisement for the magazine. Very good, small corner crease front wrap and a bit of staining. In the U.S. Congressional election of 1838, five Democrats won the popular vote for the six available seats, their election being certified by the Democratic New Jersey Secretary of State. The Whig Governor William Pennington, however, refused to sign the certifications of the Democrats and certified the five Whig candidates instead. Facing the loss of majority in the House, the Democrats refused to seat five of the six Whigs sent by New Jersey. The dispute, which came to be known as the "Broad Seal War", and subsequent investigation, uncovered election fraud in two New Jersey counties and eventually the five Democrats (including former New Jersey Governor Peter Vroom) were seated.
